Double standards
Sir, - I refer to the article ``Double standards'' by Mr. Kuldip
Nayar, wherein he attempts to ``expose the human rights
violation'' by the Army in insurgency-ridden areas.
Has he thought that these men in uniform are bound by duty to do
what they are doing and not so because they derive some kind of
sadistic pleasure from it? Accepted that some instances of
excesses do occur, but why highlight them? It is a well-
acknowledged fact that well over 95 per cent of all complaints
about HR violation are found fabricated after investigation. Is
there such a pressing need to build opinion against stray
instances of Army excesses? Where were these HR watchdogs when
Lt. Saurav Kalia and his men's bodies were handed back, after 14
days of mind-benumbing torture?
