Second finance panel for Delhi soon

NEW DELHI, DEC 12.

The Second Finance Commission for Delhi will be constituted within a week.

The Government today informed the Delhi High Court about this. It said that a gazette notification constituting the Commission would be issued within a week.

Mr. V.K. Shali, counsel for the Government, told a Division Bench comprising Mr. Justice Arun Kumar and Mr. Justice A.K. Sikri that the names of members of the Commission had been finalised.

The Government made the submission before the Bench in its reply to a public interest litigation by Mr. Vijender Kumar, a Municipal Corporation of Delhi (MCD) counseller.

After the submission by the Government counsel, the Bench adjourned hearing till January 12.

The PIL sought direction to the Delhi Government to constitute immediately the Commission for deciding the modalities for distribution of funds to the municipal bodies.

The petitioner said the tenure of the First State Finance Commission would expire in March next year; hence delay in non- constitution of the second Commission would result in a financial crisis for the MCD.

``Less than four months are left for the financial year 2001-2002 to begin and the Delhi Government has not even constituted the commission,'' he said.

Consequently, it would not be possible for the Commission to submit its report with recommendations before the commencement of 2001-2002 financial year, the petition apprehended.
