The village and booth-level election exercise had already been completed. The party had been utilising its workers and functionaries for constructive activities. They were never allowed to indulge in political violence. The performance of party functionaries was being evaluated by computerising their records.

He stated that it was a commendable exercise involving least expenditure. The Government sought to extend the possible help to the peasant community and stood behind it in the hour of distress.
