Response to judicial service plan not encouraging
By J. Venkatesn
NEW DELHI, JUNE 16. Even as the Centre is keen on creating an All
India Judicial Service on the lines of IAS and IPS, the response
from the State Governments and the High Courts for this proposal
is not that encouraging.
According to Law Ministry sources, the Government sought the
views and comments of the States and the High Courts in this
regard.
While only 10 States are in favour of the proposal, seven have
given conditional approval and as many have opposed the idea.
Of the 17 High Courts which have responded only five have agreed
with this and five have given conditional approval.
While four have rejected any such move, four have not given any
opinion.
With comments from four States and four High Courts still
awaited, the proposal is under the consideration of the Centre as
the points raised by the dissenting States and High Courts
require thorough examination.
The Centre is of the view that creation of such a service will go
a long way towards national integration and in accelerating the
pace of judicial reforms.
Moreover, the demand from a Parliamentary committee for providing
quota for SC/STs in judiciary could be considered only if such a
service is created.
Therefore, it has urged those States and High Courts which have
not responded to present their views at once, so that the process
of setting up the service could be initiated.
