Procedure for IOC's voting
MOSCOW, JULY 12. Following is the procedure for Friday's vote by
members of the International Olympic Committee (IOC) for the host
of the 2008 Summer Olympics.
The candidates are Beijing, Istanbul, Osaka, Paris and Toronto
and voting starts at 1400 GMT in Moscow's World Trade Centre. All
122 IOC members have voting rights. This number does not include
President, Mr. Juan Antonio Samaranch who would make only an
eventual casting vote. Of the 122, three are missing from the
Moscow meetings - Bob Hasan (Indonesia), Vera Caslavska (Czech
Republic) and Lassana Palenfo (Ivory Coast).
Members from countries with candidate cities may not vote while
those cities are still involved. This affects a further 13
members, which leaves some 106 members able to vote in the first
round.
Voting is by secret ballot. Candidate cities require a simple
majority - in this case 54 votes - to win the hosting of the
Games. Should no candidate achieve a simple majority, the city
with the fewest number of votes is eliminated and a second round
of voting is made. This procedure continues until one city
obtains a simple majority.
