Debate on stalled agenda today

NEW DELHI, JULY 31. The ``derailed'' agenda of the Lok Sabha will be the subject of a meeting of parliamentary party leaders called by the Lok Sabha Speaker, Mr. G.M.C. Balayogi, tomorrow morning before Parliament assembles for the day.

This was decided by Mr. Balayogi at a meeting of the Business Advisory Committee this afternoon. At this meeting there was no consensus on issues to be discussed during the remaining days of the week. The Bahujan Samaj Party, which had forced an adjournment of the Lok Sabha today on the killing of Dalits in Uttar Pradesh, was insisting on discussing this ``first''. Not satisfied with the statement of the Union Home Minister, Mr. L.K. Advani, on the murder of Phoolan Devi, the Samajwadi Party wanted a full discussion on this.

Practically, the only ``business'' transacted since the monsoon session began was approval of President's rule in Manipur by both the Houses. The Moradabad attack on the minorities, the killing of Dalits in Uttar Pradesh, the Phoolan Devi murder, and new revelations in the Unit Trust of India scandal all contributed to adjournments and disruptions with the result that the Lok Sabha has not been able to complete even the two discussions on the Agra summit and the UTI fiasco that were listed initially for last week.

It was suggested and accepted today that the Central Vigilance Commission Bill be taken up by the Lok Sabha next week.
