New land registration norms flayed

THIRUVANANTHAPURAM, AUG. 3. The Congress MLA, Mr K Mohan Kumar, has protested against the unscientific land value assessment procedures which had become a cover for corruption, injustice and anti-people attitude seen in registration offices.

In a statement here today, Mr Mohan Kumar said that land transactions had come to a standstill on account of the directions of the Registration Department which had stipulated that the original registered document should be deposited with the District Registrar's office. He said that the re-valuation of stamp duty was unilateral and unscientific.

He drew the attention of the Government to the difficulties faced by the common man because of the unscientific stipulations. The fixation of stamp duty did not take into account various aspects like transportation, power facilities and other geographical features and had been fixed on the basis of mere survey numbers.

He said that the same land value was fixed for all property held by several owners under one survey number. The new registration stipulations would affect family harmony by preventing transfer of land to sons, and daughters. Besides, the document writers would be seriously affected by this.

He suggested fixing grades for property holdings with the help of village, taluk,revenue and participation of the grama and ward sabhas. He demanded duty concessions on purchase of property below 10 cents meant for house construction. He appealed to the Government to withdraw the levy on land transactions within families. He felt that the issue had affected not only land transactions, but upset family ties.
