SI, Head Constable suspended

BELLARY, SEPT. 2. Mr. A. R. Infant, Inspector-General of Police
(Eastern Range), has suspended the Sub-Inspector and the Head
Constable of Moka Police Station in Bellary District for their
alleged lapses in connection with the stripping of a dalit woman
at Vanenur last week.
Mr. Infant told presspersons here on Sunday that the Sub-
Inspector, Mr. Ariyappa, had failed to collect information about
the situation in the village after a Scheduled Caste boy and a
Scheduled Tribe girl eloped. He had also failed to collect
information about outsiders disturbing the meeting held at
Vanenur attended by the Home Minister, Mr. Mallikarjun Kharge.
Mr. Purushottam, Head Constable, was suspended for not responding
to a phone call in connection with the incident.
About the allegations that cases had not been booked under
appropriate sections against the accused in the case, Mr. Infant
said stripping a woman attracted punishment under Section 354 of
the IPC, and it was one of several sections invoked for booking
cases.
He said that of the 20 arrested in connection with the incident,
five, who were granted bail, were absconding. Police had filed an
application in the court to cancel their bail.
Asked if a suo motu case had been booked by the police when a BSP
leader was manhandled by dalits at Vanenur in the presence of the
Home Minister, and the Director- General of Police, Mr. Infant
said that it could be done provided it was a cognizable offence.
