11 computerised sub-registrars' offices to start functioning soon

BANGALORE, SEPT. 4. The Department of Stamps and Registration has
computerised 11 of the 12 sub-registrars' offices (SROs) in the
City, which will start functioning by September 10. This will
help people to obtain documents regarding their property from
these offices without any delay.
The sub-registrars' offices at Shivajinagar, Kengeri, Bangalore
North, Sriramapura, Yelahanka, Anekal, Jayanagar, Rajajinagar,
Gandhinagar, Basavanagudi, and Bangalore South have been
computerised. Computerisation work at the K.R.Puram office is on.
An average of one lakh documents are being registered in the 12
offices in the City each year, accounting to nearly 50 per cent
of the total registrations done in the State. More than 60 per
cent of such registrations is sale deeds. Similarly, more than
1.5 lakh applications seeking encumbrance certificates of
immovable property are submitted to the SROs each year.
One has to wait for months, in some cases, for more than six
months, to get back the registered document with an endorsement
of the SRO. Be it the registration of a sale deed or a mortgage
deed, a lease deed, a partition deed or a gift deed, the
beneficiary of the deed is made to wait for a long time. Precious
time is lost, particularly in cases of sale deeds, as the buyer
will not be in a position to obtain loans on the land or the
building from financial institutions to develop it without the
sale deed.
With the computerisation of these offices, the officials can now
return the registered documents to the people within a day. The
document will be returned to the person concerned with an
endorsement after scanning and storing it in the computer.
Mr. N.C.Muniyappa, Inspector-General of Registration and
Commissioner of Stamps, said the SROs had to return the documents
to the people within a day of submission now. However, there
would be a delay if the documents were impounded (to be referred
to the District Registrar for suspected undervaluation of the
property).
People go to the SROs to obtain encumbrance certificates of
property. An encumbrance certificate will show existence or non-
existence of any previous liability on the property, and is
essential for obtaining loans on the property. Similarly, courts
seek encumbrance certificate when the property is involved in a
litigation. Encumbrance certificates will be sought for the past
13 years, and in some cases for 30 years.
Mr. Muniyappa said the department would create a data-base of
properties in the City by April 2002, after which, encumbrance
certificates would be issued on demand. There was a proposal to
make encumbrance certificates available to the applicants through
the computerised kiosks at sub-registrars' offices, he added.
The other advantage of computerisation of these offices is the
availability of registration modules. While the guidance value of
the property is available on the net, www.revdept.kar.nic.in or
www.kar.nic.in/property-registration, other details such as
registration fee to be paid, value of construction on the land
and other fees are not available on the net. Mr. Muniyappa said
these details would be included and made available to the people
in the form of calculation sheets.
The computerisation work is entrusted to the National Informatics
Centre on a turnkey basis at a cost of Rs. 2.65 crores. The sub-
registrars' offices across the State will be computerised in a
phased manner.
