Defer implementation

Sir, - Apropos excerpts of the National Statistical Commission's Report (`Revamping statistical system' - Sept. 10) that identify deficiencies in the present statistical system and recommend the following all-too-familiar remedial measures: ensure autonomy (in other words, arrogate powers to the Indian Statistical System in commensurate with its mandate, stature and achievements, and place it outside the ambit of normal processes of administrative review) and the exploration of alternative techniques to collect data, (unpaid utilisation of administrative workforce in the industrial, corporate sector by the Bureau of Statistics to recategorise/reorganise data already submitted.

The Government may consider deferring implementation of these recommendations, while focussing only on those which lead to improving the Indian Statistical System's discipline and performance from within.

I also urge associations of commerce and industry to discuss these recommendations.
