Assembly session begins today

HYDERABAD, SEPT. 12. The monsoon session of the Assembly begins
at 9|30 a.m. on Thursday.
The House will adjourn after adopting a motion condoling the
death of Anne Babu Rao, who represented Vuyyur constituency, on
the opening day and decide the agenda and duration of the brief
session at the business advisory committee meeting later. This
will be preceded by the customary breakfast hosted by the Speaker
to the Chief Minister, his colleagues and the floor leaders.
The Telugu Desam and the Congress legislature parties are also
meeting tomorrow to formulate respective strategies as a number
of ``burning issues'' are bound to figure in the proceedings.
The Speaker, Mrs. K. Prathibha Bharati, reviewed the arrangements
for the session with senior officials, the police top brass and
the media. Mrs. Prathibha Bharati, the Minister for Finance and
Legislative Affairs, Mr. Yanamala Ramakrushnudu, the Legislature
Secretary, Mr. Tuljanand Singh, who went to Australia for the
International Parliamentary Union conference, cut short their
visit and returned in time for the session.
The Government business includes seeking ratification of six
ordinances and a bill by the House. They are AP Tax on Entry of
Goods into Local Areas Ordinance, AP Tax on Luxuries (Amendment)
Ord, AP Sales Tax (Settlement of Disputes) Ord, AP Infrastructure
Development Enabling Ord, AP Panchayat Raj (Amendment) Ord, AP
Water, Land and Trees Ord and AP Societies Regulation Bill.
With the monsoon session viewed by some as being all too brief,
representatives of 9 left parties met the Speaker and submitted a
memorandum urging her to ensure that the House sat for at least
15 days. Messrs S. Sudhakar Reddy, secretary of the State CPI,
and B. V. Raghavulu, secretary of the State CPI(M), led the Left
delegation.
The Telugu Desam 'strategy committee' is understood to have
identified a number of issues for raising in the House like
prevailing drought, remunerative prices for farmers, farmers
suicides, spate of violent incidents relating to the local bodies
polls, atrocities on Scheduled Castes/Tribes, power position,
Yeleru compensation, Krushi Bank fraud, elections to Hyderabad
Corporation and drinking water needs of the Capital.
The Congress proposes to highlight the Government's 'failure' to
meet the drought challenge, tackle power shortage, contain
atrocities on weaker sections and political violence, and of
course, the Yeleru scam.
