Bush declares national emergency

WASHINGTON, SEPT. 14. The U.S. President, Mr. George W. Bush, today declared a national emergency in the wake of the terrorist attacks on New York and Washington. ``A national emergency exists by reason of the terrorist attacks at the World Trade Center, New York, and the Pentagon, and the continuing and immediate threat of further attacks on the U.S.,'' he said in a proclamation.
