Issue of pattas for slum dwellers declared illegal

HYDERABAD, SEP. 15. The Upa Lok Ayuktha, Mr. M. Ramakrishna has
held as "hurried and highly irregular", issue of pattas for slum
dwellers of Sanjay Gandhi Nagar in Adarsh Nagar, through the
Municipal Administration Minister, at a public meeting held for
the purpose.
The Upa Lok Ayuktha directed the public servants, Director, Urban
Community Development, MCH and the Commissioner, MCH, to remove
the building constructed for slum dwellers in the Sanjay Gandhi
Nagar, overlapping the plot no 103 owned by Mr. Ananda
Chandravarkar, the complainant, after conducting a joint survey
and marking out the portion of the plot. He also wanted them to
fix boundaries and restore possession to Mr. Chandravarkar, by
providing alternative site to the slum dwellers, if they are
affected.
Mr. Chandravarkar complained that though he was the absolute
owner and possessor of plot no 103 and 104, the Director, UCD,
MCH, other MCH officials and District Manager, Housing have
wrongly approved layout plan for Sanjay Gandhi nagar and took up
weaker section housing scheme, encroaching on the two plots. He
prayed for a direction for removal of encroachments and proper
demarcation of the colony boundaries and the two plots.
After calling for reports and investigating the matter, the Upa
Lok Ayuktha found that the officials concerned did not properly
verify the area for slum improvement scheme, approved the layout
and issued pattas. It held that the Revenue records and the
reports submitted by concerned officials showed that while plot
no 103 was fully covered by the slum improvement scheme and plot
no. 104 partly covered, dispossessing the plot owner, who had
bought them from Adarshnagar Co-operative Housing Society on July
11, 1963.
