Develop consensus against terrorism: CJI

DEHRA DUN, SEPT.22. The Chief Justice of India, Mr. Justice A. S. Anand, today called upon the world community to come to the `talking table' and develop a consensus for a crusade against international and intra-national terrorism in a sustained and positive way.

`Terrorism of any sort is the greatest degradation of human rights and cannot be sorted out through State terrorism/ military action. Also, the fashion of using terrorism as a tool to wage an undeclared war against a neighbour should be deplored and given up by all those using it as a weapon,' the Chief Justice said.

The Chief Justice expressed concern over the increasing violation of fundamental rights in and out of prisons in the shape of sexual abuse or use of inmates as slaves.

Mr. Justice Anand said that today the judiciary was facing several challenges such as poor or difficult access to justice, costly and lengthy litigation process and ignorance, arrogance and sometimes corruption among the custodians of the law. `The judicial officers should aim at acting as a buffer between the deprived and frustrated man and the violence he may resort to. This should be done by striking a balance between the right thinking politicians, bureaucrats and the common man,' he said.

Delivering the second Justice J. K. Mathur lecture entitled `Protection of Human Rights - Role of Judiciary' to the students of the Human Rights Post Graduate Diploma Course at the Rural Litigation and Entitlement Kendra (RLEK) here, Mr. Justice Anand paid rich tributes to Justice Mathur who, he said, had left a vaccum in the field of judicial training in the country. He hoped the RLEK chairman, Prof. Avdhash Kaushal, would continue his crusade for excellence and empowerment of the common man.
