Home Ministry to have 'vision' division

NEW DELHI, SEPT. 26. The Group of Ministers (GoM) on national
security headed by the Union Home Minister, Mr. L.K. Advani, has
recommended a restructuring of the Home Ministry with the focus
on the creation of a policy-planning division to develop a
``vision'' on matters related to internal security.
Clearly, this is an area which has become increasingly important,
and since the GoM made its recommendations, a renewed sense of
urgency has been injected by the terrorist attacks on the U.S.
and the ``global determination'' to root it out.
The GoM has recommended the setting up of a separate department
of border management within the Home Ministry. And naturally,
more funds are being sought from the Finance Ministry to create
additional posts.
The experience in the Kutch earthquake has also encouraged the
GoM to recommend that disaster management, which is under the
Agriculture Ministry be brought (except drought relief and
famine) under the Home Ministry.
