Gali picks holes in teachers' transfer policy

HYDERABAD, OCT. 2. The Congress leader and former Education Minister, Mr. Gali Muddukrishnama Naidu, has alleged irregularities in the transfers of teachers being effected under a counselling system introduced in 1997.

At a press conference on Tuesday, Mr. Muddukrishnama Naidu alleged that the guidelines evolved for these transfers were being violated on account of political pressures.

He pleaded for revising the guidelines for counselling and waival of the condition of three years of service for considering the transfer request in view of the practical difficulties being experienced by the teachers.

Mr. Naidu said as many as 1500 inter-district and 3000 intra- district transfers were under consideration of the Government. The related Government Order had clearly laid down that all transfers should be completed in the month of May every year except those pertaining to the Irrigation Department.

But the counselling for teachers transfers was not yet completed, affecting the academic year of the educational institutions. He wanted the transfers system further revamped and streamlined.

``Breach of privilege'': The Congress MLA, Mr.Y. Sivarami Reddy of Uravakonda (Anantapur district), has alleged that he was shown disrespect at an official function organised at Kothapalli village in his constituency yesterday. He said at the function, got up to mark inauguration of a school building, the local Telugu Desam leader, Mr. P. Keshav, whom he defeated in the Assembly election, was asked to preside over in the presence of the local MP and the Zilla Parishad Chairman. This amounted to breach of privilege and he would bring the matter to the notice of the Speaker. Mr. B. Narayana Reddy, Anantapur MLA, was present at the press conference. The legislators alleged that despite clear instructions from the Speaker, they were being subjected to humiliation at public functions.
