Pak. arrests Harkat leader

CAIRO, OCT. 6. Pakistani authorities have arrested Sheikh Fazlur Rehman Khalil, an ally of terror suspect Osama bin Laden and leader of the Harkat-ul Mujahideen group, a Muslim rights activist said.

Khalil, who co-signed a ``fatwa'' or religious decree against U.S. citizens in February 1998 with Osama, was arrested three days ago, the London-based Islamic Observation Centre (IOC) director, Mr. Yasser al-Sirri, told AFP in Cairo.

The IOC quoted family members and members of the Harakat-ul Mujahideen as claiming he had been arrested and tortured.
