Another scribe arrested

PARIS, OCT. 12. A second French journalist was arrested in Afghanistan, but was turned over to Pakistani authorities, Le Figaro newspaper reported today. Another journalist, of Paris Match, is being held in Afghanistan, charged with spying.

Le Figaro's Mr. Aziz Zemouri is being detained by the Pakistan police after the Taliban handed him over. The Paris Match reporter, Mr. Michel Peyrard, was apparently still in jail in Afghanistan following his arrest on Tuesday by intelligence agents who accused him of spying.

A report from Islamabad, quoting the Russian news agency, Ria Novosti, said the Taliban regime had banned the English language from the parts of Afghanistan in its control. All negotiations are conducted in Pashto or Dari, usually in the presence of a Taliban representative.
