Disciplining not violation

Sir, - In his article `Hounded and harassed' (Oct. 8) Mr. Kuldip Nayar takes up cudgels for the hawkers. He is right when he says the hawkers are harassed by police and the authorities. He also brings in the question of violation of rights. Disciplining the hawkers does not amount to violation.

Yes, police and the authorities stand in their way. But the hawkers who sell their wares on the road are an impediment not only to the smooth flow of traffic but also to the road users. Fundamental rights notwithstanding, one's right should not come in the way of another.

Sir, - Mr. Nayar rightly says that there is human right violation when hawkers are prevented from carrying on their trade. The hawkers supply goods at reasonable prices to the average buyer.

The authorities, who are blind to many a violation by bigwigs, would do well to overlook the small impropriety of these street hawkers.
