`Proposal for new courts under Govt. consideration

HYDERABAD, NOV. 9. The Andhra Pradesh High Court Judge and the
executive chairman of AP High Court Legal Services Committee,
Justice Dr. Motilal B. Naik, on Friday said the proposal made by
the State High Court to establish 600 new courts in the State was
under the active consideration of the Government.
Addressing a gathering at the City Civil Courts at the National
Legal Services Day celebrations here, Dr. Naik announced that out
of the 86 fast track courts to be set up in the State, 42 were
ready.
The High Court was contemplating appointing senior civil judges
and senior advocates to chair these courts. The Centre had
sanctioned Rs. 25 crores for establishing 86 such fast track
courts in the State and arrangements were on to establish the
remaining at the earliest.
Mr. Naik said that out of the 1,43,865 cases that came up for
adjudication before the Lok Adalats in the State, 92,314 were
cleared so far in the year 2001.
A total of 6,666 Lok Adalats were held in various parts of the
State in 2001. Special Lok Adalats were held to clear pending
cases of the State Administrative Tribunal, the Municipal
Corporation of Hyderabad, the Andhra Pradesh Women Commission,
the A.P. Transco, Retired Government Employees Pensioners, the
Consumer Forum, the Visakhapatnam Police Commissionerate and the
Tirumala Tirupathi Devasthanam (TTD).
Mr. Nayak said that permanent complexes were being constructed in
all the districts for the offices of the District Legal Services
Authorities. These buildings would be known as "Nyaya Seva
Sadans".
The AP High Court Judge and the Chairman of AP High Court Legal
Services Committee, Justice Mr. Ramesh Madhav Bapat, appealed to
the junior advocates not to be swept over by baseless fears that
speedy clearance of cases at Lok Adalat might bring down
litigation and thereby their cases.
The City Police Commissioner, Mr. P. Ramulu, appealed to the
Judges to conduct more Lok Adalats for solving "scaring
electricity bills cases".
The Chief Justice of City Civil Courts and the Chairman of City
Civil Courts Legal Authority, Mr. Dalava Subramanyam welcomed the
gathering.
