Govt. adopts new policy on transfers

BANGALORE, NOV. 12. The State Government on Monday adopted a new
policy governing the transfer of its employees and decided to set
up cadre management committees at the district and State-level on
this.
The Cabinet meeting decided to accept the new transfer policy
recommended by the Cabinet Sub-Committee, headed by the Minister
for Rural Development and Panchayat Raj, Mr. M.Y.Ghorpade and, as
suggested by the Administrative Reforms Commission, headed by Mr.
Harnahalli Ramaswamy.
The Minister of State for Information and Publicity, Mr.
M.Shivanna, told presspersons here that the Cabinet had decided
that the transfers should not exceed five per cent of the
workforce in each department.
The Cabinet had also decided to effect transfers only in April-
May, he added.
While the cadre management committees, headed by deputy
commissioners, would deal with the inter-district transfers of C
and D cadre employees, the ministers, heading the various
departments, would head the committees to decide the transfer of
A and B category staff, Mr. Shivanna said.
He said the committee headed by the Chief Secretary would look
into the request for transfers of KAS officers. The new transfer
policy would ensure transparency and eliminate corruption, he
said.
2 lakh houses: Mr. Shivanna said that the Cabinet had decided to
build two lakh houses during 2001-2002 under the Rajiv Gandhi
Housing Scheme at an estimated cost of Rs.168.8 crores. It had
decided to give guarantee to the loan being secured by the Rajiv
Gandhi Housing Corporation. The loan would be taken from HUDCO,
he said.
This apart, the Cabinet had decided to construct 1.40 lakh
houses under the Ashraya and another 20,000 houses under the
Ambedkar schemes.
The Cabinet had decided to extend the lease of land given to the
Karnataka Lawn Tennis Association (KSLTA) by another 25 years
from August 8, 2001 at Rs.20,000 per annum, Mr. Shivanna added.
