PM urges armed forces to frame dynamic policy
By Our Special Correspondent
NEW DELHI, NOV. 26. The Prime Minister, Mr. Atal Behari Vajpayee,
today advised the Armed Forces to frame a long-term National
Defence Policy envisaging the constant upgradation of technical
and human capability, to anticipate and counter unexpected
threats.
While framing the policy, military planners should take into
consideration changes in technology because its rapid evolution
in recent times had transformed the conduct of offensive and
defensive operations, Mr. Vajpayee said, addressing the annual
Combined Commanders' Conference attended by the top military
brass. It was necessary to remain in step with technological
changes. It had become a major challenge for the Defence Research
and Development Organisation, the plans of which should not get
bogged down on account of ``unreasonable and discriminatory
technology control regimes,'' the Prime Minister said.
Referring to the ongoing reforms in defence-management, Mr.
Vajpayee expressed the confidence that the integration of the
service headquarters with the Ministry of Defence would promote
decentralisation of decision-making.
