Problems galore
Sir, - The Constitution amendment bill making education for children in the age group of 6-14 a fundamental right is, no doubt, a step in the right direction, though it does not have sufficient teeth to make education mandatory for the children. The bill provides that there will be no punitive action against parents for not sending children to school.
But, making school going compulsory poses many problems. The first is the need to create the necessary infrastructural facilities like establishing enough number of schools and staffing them with trained teachers. Since education is a State subject, the expenditure will have to be borne by the States.
And, if education is made compulsory, parents will have to be compensated for the loss of the child's earnings, which could be a substantial amount.
Joint efforts will have to be made by the Centre and the State Government to find the required resources. Merely making education a fundamental right will not improve the situation much.
