HC names CB-CID team to probe `Gingee prison gang rape'

CHENNAI, DEC. 5. The Madras High Court has taken serious note of the allegation of gang rape of Ms. Rita Mary (19), inside the Gingee prison as well as the findings of the Inspector-General of all-women police stations, Ms. G. Thilakavathi.

(After having been directed to go into the incident on November 28, Ms. Thilakavathi submitted her detailed report on Monday).

Accepting the comprehensive report as `part of the proceedings', Mr. Justice P. D. Dinakaran transferred the case from the Gingee police station to the Crime Branch-CID, and asked the agency to submit a progress report within 48 hours.

The judge also named a team of CB-CID officials to probe the incident, and said it would function under the direct supervision of Ms. Thilakavathi. The team comprises of the DSP (Chengalpattu), Mr. G. Rajendran, and the Inspectors, Mr. G. Harikrishnan (Villupuram), Mr. Subbiah (Cuddalore) and Mr. Rajan (Salem).

Mr. Justice Dinakaran directed the Government to take appropriate action against jail and hospital personnel who had committed and abetted the crime. The Revenue Divisional Officer of Tindivanam was asked to hand over the case file to the CB-CID immediately. Ms. Thilakavathi should forward copies of the final report to the Chief Secretary, the DGP and the Home and Health secretaries.

Mr. Justice Dinakaran also asked the Chief Secretary to consider Ms. Thilakavathi's recommendations for interim relief to the victim and forward his decision to the court on December 8.

The Health Secretary should provide minimum medical assistance to the victim-girl ``either in a private hospital or in a Government institution at the expense of the state''.

According to the petitioners, Ms. Rita Mary was picked up by a constable, Mr. Murugesan, at Athur and sold to a brothel at Tindivanam. After having been remanded to judicial custody, she was repeatedly gang-raped by the jail staff, led by the warden, between October 28 and November 1.
