Call to ensure job opportunities to SCs, STs
By Our Special Correspondent
NEW DELHI, DEC. 7. The Lok Sabha Speaker, Mr. G.M.C. Balayogi, today called for necessary corrective measures to ensure that job opportunities for the Scheduled Castes and the Scheduled Tribes were not reduced in the context of liberalisation and disinvestment.
Also voicing concern over the continuing incidents of atrocities against the weaker sections, Mr. Balayogi said both the Central and State Governments should take action to improve the conditions of SCs/STs.
Inaugurating a two-day conference of the chairmen of Committees on the Welfare of Scheduled Castes and Scheduled Tribes of Parliament and State Legislature here, the Speaker urged the committees to coordinate effort to ensure that the constitutional provisions about affirmative action for the welfare of the SCs and STs were implemented in letter and spirit.
Despite elaborate provisions in the Constitution and several efforts by the Central and State Governments, the benefits of economic, educational, and social development were yet to reach the SCs/STs in full measure.
He said in the context of economic liberalisation and continuing attacks on weaker sections, the Welfare Committees of Legislatures were required to be more alert and assertive to protect the weaker sections and the tribes.
He also regretted that much of the welfare measures and schemes envisaged for the weaker sections often did not reach them.
