SHILLONG, DEC. 8. Dr. Flinder Anderson Khonglam, leader of the People's Forum of Meghalaya, was today formally invited by the acting Governor, Mr. Arvind Dave, to form a new government, Raj Bhavan sources said.

Mr. Khonglam was later in the evening sworn in as the new Chief Minister, the third since 1998 polls, at a function at Raj Bhavan.

Along with him, 36 others, including 29 Ministers of Cabinet rank in the 60-member Assembly, were also administered the oath of office and secrecy by the Governor.
