No common sense

Sir, - This is with reference to the letter `Whither common sense' (Dec. 3). Has the TTE been vested with any discretionary power or does he have to follow the rules blindly? I can cite several instances where even senior officers are not willing to exercise their discretionary powers. A Central Government official applied for name transfer of telephone to the near relative, in this case husband and wife, and submitted copies of the marriage invitation, ration card, medical cards and proof of residence. Yet, he was advised to submit a `sworn affidavit' as a proof of relationship. When I questioned the DE (Telephones), he bluntly said, he would act only `as per rules.'
