Seat belts

Sir, - The Supreme Court has ruled that seat belts are compulsory for front seat passengers in vehicles. By October 2002 it will be compulsory for rear seat passengers as well. In western countries rear seat belts are optional except for children. The fatal accidents here are more due to traffic rule violations and unlicensed drivers rather than not wearing seat belts. While the new cars could have the seat belts as directed, what about the hundreds of old cars and vehicles on roads?
