Hasty amendment

Sir, - Mr. Rajeev Dhavan's ``The equality amendment of 2001'' (Dec. 29) was thought-provoking. The hasty manner in which both the Houses of Parliament passed the amendment without debate to restore the accelerated seniority to the Scheduled Castes and the Scheduled Tribes in Government jobs betrays the short-sighted, vote-oriented approach of the Union Government in a matter which is of far-reaching consequences and augurs ill for the future of our democracy. Most of the amendments to the Constitution were intended to get over court verdicts and the tendency has cut at the root of our legal system and the rule of law.

In the larger interests of the country, let Parliamentarians, irrespective of party affiliation, adhere to a self-imposed restraint and vow not to tinker with our Constitution in future to nullify the effect of the rulings of the apex court, rendered after a thorough scrutiny of the pros and cons to promote the cause of justice in accordance with the Constitution.
