Budget session from Feb. 25

NEW DELHI, JAN. 15. The Budget session of Parliament would begin on February 25. The Railway Budget for 2002-3 would be presented on February 26 and the annual General Budget on February 28. These decisions were taken at a meeting of the Union Cabinet here today.
The Parliamentary Affairs Minister and spokesperson of the Cabinet, Pramod Mahajan, said the Budget session would begin with the customary address by President, K.R. Narayanan, to a joint session of the two Houses of Parliament. The annual economic survey would be presented on February 27. The General Budget would be presented at 11 a.m. on February 28 as has been the practice in recent years.
The session would be spread over almost three months. It would be split into two parts. The first phase would be up to March 22. The second phase would resume on April 15 and go on up to May 17. During the recess period, the Parliamentary Standing Committees would review the Budget allocations made to the Ministries and Departments attached to them and make necessary recommendations.
New Flag Code
The Cabinet also decided to amend the Flag Code to liberalise the rules regarding display of the tricolour by the general public. The common man would now be able to fly the national flag on any day, but subject to certain conditions to ensure that the dignity and honour of the flag was fully safeguarded.
The new Flag Code would be ready within two weeks, in time for the Republic Day.
Mr. Mahajan said the Insult to National Honour Act would be amended in due course.
