GUNA (Madhya Pradesh), JAN. 18. The Congress candidate, Jyotiraditya Scindia, today filed his nomination papers for the February 21 by-election from the Guna-Shivpuri parliamentary constituency to fill the vacancy caused by the death of his father, Madhavrao Scindia, in an aircrash.

Mr. Scindia arrived here this morning from Shivpuri in a motorcade and was greeted by a large crowd which had thronged the Circuit House. He left in a procession for the Collectorate, driving his Toyota Qualis. His mother, Madhvi Raje Scindia, sat beside him and the Madhya Pradesh Chief Minister, Digvijay Singh, occupied the rear seat.

Prominent among the others who accompanied him were several State Ministers - Mahendra Singh, Shravan Patel, Hazarilal Raghuvanshi, K.P. Singh, Shivnarayan Meena and Puran Singh Bedia - and the PCC president, Radhakishan Malviya. Also present were the AICC secretary, Satyajit Gaekwad, the State Youth Congress president, Govind Singh Rajput, and the former State Ministers, Tulsi Silawat and Ram Niwas Rawat.

Addressing newspersons, Mr. Scindia reiterated his commitment to social justice, liberal values and secularism.

Earlier, at a meeting soon after filing his papers, he said, ``the Scindia family's ties'' with the people had been strengthened by ``blood and love'' for 250 years.

His father had served the constituency and the country till his last breath. It was his dream to make it one of the most developed regions and connect it with the national mainstream. He had worked for developing it by laying emphasis on roads, industry and electrification.

His father had contested his first election from Guna in 1971, Mr. Scindia said, and he too was beginning his political journey from the same constituency.

'Worthy son'

Describing Jyotiraditya as the ``worthy son,'' Digvijay Singh recalled Madhavrao Scindia's contribution to Guna and cited the example of the Vijaypur plants of the Gas Authority of India, the National Fertiliser Limited and the Guna- Gwalior rail lines.

The byelection would be ``devoted to the memory of Madhavrao Scindia and shall not be a referendum on the issue of roads, electricity and water,'' he said.
