Opinion - Letters to the Editor

China and terrorism

Sir, — Apropos your Editorial `Towards a realistic engagement' (Jan. 17) permit me to point out that China has openly supported Pakistan on Kashmir, but the very fact that Beijing regards Jammu and Kashmir as disputed territory speaks volumes about its policy intent. An objective analysis of the increase in insurgency during the last 15 years in the northeast shows that the spurt in insurgency increased correspondingly with an increase in Pak.-sponsored cross-border terrorism and proxy war against India. So, Chinese assistance to Pakistan has not been in the form of open intervention as such, but in the form of pressure to divert India's security resources to enable terrorism flourish in J&K.

It is also noteworthy that the Chinese concept of terrorism is different. It would be better to bear in mind what the Chinese say abroad and really mean or practise at home.

Rai Singh,
New Delhi
