Remove their chains: SC

NEW DELHI, FEB.5. The Supreme Court today directed the Centre and the States to ensure that none of the patients in any of the mental asylums in the country be chained.

A bench comprising M.B.Shah and B.N. Agarwal also ordered that a nationwide survey of registered and unregistered mental asylums be completed within two weeks and all unregistered mental asylums closed.

It should be the responsibility of the police station officer of the area concerned to ensure the closure of an unlicensed mental asylum and shift the patients to a near by government mental hospital, the bench said.

The bench further directed all the States to constitute a modal agency under the chairmanship of the Chief Secretary or an Additional CS to ensure strict implementation of the Mental Health Act, 1987.
