NEW DELHI, FEB. 14. The Delhi police foiled an attempt by the ISI to create terror in the capital through the newly-formed militant outfit, Hizb-I-Islami, and arrested one of its militants from Kotwali area of North Delhi when he was trying to plant an explosive device near a bridge, official sources said here today. Mohammed Hanif Kalsi was arrested last night when he was trying to leave a leather bag containing explosives at the ``Kodia pull'' near the Old Delhi railway station. - PTI
