Naidu throws the duster at engineering staff in Erramanzil

HYDERABAD, FEB. 16.The Chief Minister, N. Chandrababu Naidu, has expressed anguish that even after 40 rounds of the Clean and Green programme, the Government staff were yet to get proper orientation of the concept.

He made this observation while talking to presspersons after making a surprise visit to the Chief Engineer's office (Irrigation and R & B), Erramanzil, as part of the Clean and Green drive on Saturday.

During the inspection. Mr. Naidu found that the office premises were not clean, old files were gathering dust and broken furniture was lying in disuse next to the tables of the staff.

He put searching questions to supervisory staff seeking to know why no action was being taken to clean up the dust and clear the files of cases of enquiry pending for more than four or five years. He found that some officials against whom enquiries were pending completion had also retired.

The Chief Minister said the Government was working on establishment of a monitoring system on the disposal of files. Once this system was in place it would be possible to know at the press of a button the status of the file.

While conceding that it was difficult to motivate and change the mindset of Government employees, Mr. Naidu explained that the aim of his surprise visits was to continue the process of orientation.

"Educating the employees is a continuous process. Punishment and action will follow," he declared. "It is painful that the Clean and Green concept has not percolated to the secondary and lower level staff".

Replying to a question on the impact of the Clean and Green programme on government hospitals like the Osmania and Gandhi, he said that the desired results were not forthcoming.

He expressed the Government's resolve to streamline the hospital set-up in the State. After privatisation of some activities of the Health department things seemed to have improved, he said.

Mr. Naidu also inspected the progress of the work as the Secretariat gate, where a reception facility is to come up, and the R & B department's works on the premises. The Minister for Roads and Buildings, T. Nageshwar Rao, and the Principal Secretary, R & B, Janaki Kondapi, explained the status of works to the Chief Minister.

The Mayor, T. Krishna Reddy, the Collector, Rajeshwar Tiwari, the MCH Commissioner, P.K.Mohanty, the Police Commissioner, P. Ramulu, the Vice-Chairman and Managing Director of HUDA, Lakshmi Parthasarathy, and the Managing Director of HMWSSB, M.G.Gopal. among others, accompanied Mr. Naidu during the inspection.
