Sir, C. Rammanohar Reddy's article `The Porto Alegre Innovation' (Feb.16) makes interesting reading on the processes of people's participation in making the annual budget of the municipal government of Porto Alegre of Brazil. The remarkable success achieved on this front is noteworthy for all urban local self-Governments. The astonishing results are worth replication provided the necessary institutional framework and its corruption-free atmosphere are ensured by the elected and people's agencies. The author refers to the experiments of people's participation in local Governments in Kerala , Karnataka and West Bengal which were different from those of Porto Alegre. It may be mentioned that the process of social mobilisation and community empowerment operating in Andhra Pradesh and elsewhere in India has already shown promising results in poverty alleviation, improvement of the quality of life in areas where these processes of social mobilisation through self-help groups are under operation. What is needed is an end to conflict of interests and a harmonious collaborative undertaking for ensuring human development.
