NEW DELHI, MARCH 7. The Union Cabinet today decided to recommend to the President to accept the Uttar Pradesh Governor's recommendation that the State be brought under the President's rule and that the State Assembly be put under suspended animation. The Union Parliamentary Affairs Minister, Pramod Mahajan, who briefed the press after the Cabinet meeting, said it was decided that the recommendation to the President be made under Article 356 (1) of the Constitution. A Presidential proclamation, bringing Uttar Pradesh under President's rule, to this effect was expected later tonight. Mr. Mahajan noted that the Centre would require two months to secure parliamentary ratification of the proclamation. The Governor, Vishnu Kant Shastri, had sent his report last night to the President stating that in his judgment no stable government could be formed, given the fractured verdict.
