Sir, Kerala has all the potential to become a model State in the country. But the frequent bandhs and hartals send a wrong message to the rest of the world and the potential investors to the neighbouring States. The report `Chennai chosen for World Bank back office' (March 6) is an example. The lost opportunities are innumerable. Even the High Court ruling on hartals has had no effect. I agree that the people have a democratic right to protest certain decisions of the Government. The period of protest can be restricted to between 3 p.m. and 7 p.m. or 7 a.m. and 11 a.m. The absence of movement of people during this period would be an indicator of the success of the strike call. The suggestions, if followed, will even increase production and as the working hours are more, the employees would also be benefited, as they would be due for over time allowance. Our aim should be to demonstrate the intensity of our feelings without stopping production. The intention should not be to stop production and scare the investors to other States.
