The state-owned Bharat Sanchar Nigam Limited has already introduced limited mobility in some cities and has drawn up ambitious expansion plans. Private companies were waiting for the TDSAT order to set their plans in motion. While the Cellular Operators' Association of India (COAI) termed the permission to basic phone companies as violation of the 1999 Telecom Policy and hinted at going in for appeal, basic phone companies welcomed the order.
