Petitioner Mewa Lal through his counsel, Surat Singh, alleged that the Excise Department terminated his service in a blatant defiance of the CAT's earlier order directing the officials to consider a request by the petitioner for full-time employment. The petitioner submitted that he had been working with the Department since 1990. He had approached the CAT seeking a direction to the Department for regularising his service on which the Tribunal had issued the above-mentioned direction, Dr. Singh said. The Department terminated the petitioner's service on the ground that his service was not required any more. Such an action on the part of the Central Excise Department amounted to wilful disobedience of the CAT's direction. The Bench comprising Justice Adige and Justice Kuldeep Singh asked all the respondents to appear before the Tribunal on May 3 to explain why contempt proceedings should not be initiated against them.
