The INS Commissioner, James W. Ziglar, stated this while speaking at a House sub-committee here yesterday. The U.S. is also considering prohibiting anyone who has entered the U.S. on a tourist, business or other kind of visa from attending school here until the INS approves a change to student status, he said. Mr. Ziglar admitted that his agency was to be blamed for the visa fiasco last week when a school to which two of the September 11 suicidal hijackers had sought admission was informed by INS that the applications had been approved.
