Sir, I had the sordid experience of watching the discussion in the joint session of Parliament telecast by Doordarshan. The Speaker who had full powers in the conduct of the House proceedings could not, despite his repeated ``pleadings'', control the unruly behaviour of the members. It was expected that the Bill would be passed by a majority of about 70 numbers, but the final count was 129 against with 60 abstentions, which clearly shows that the Opposition was divided on the issue.

Sir, The selective use of POTO against Muslims is a prelude to the lavish use of POTA against them. The use of the ordinance against Muslims in Gujarat and Yasin Malik in Kashmir are eloquent examples of what would follow after POTO becomes POTA. It is strange that the National Conference which abstained from voting in the Rajya Sabha has toed the BJP's line so soon.
