Sir, The statement of the National Human Rights Commission Chairman, J.S. Verma, reads more like a personal verdict rather than an official enquiry. Was it possible to anticipate the surprise attack in Godhra? Just as the assault on Parliament on December 13 was a surprise as what had happened to the WTC and the Pentagon were on September 11. Justice Verma is reported to have said ``things could have been better and all that happened could have been averted''. Does this not sound speculative? His wanting the State Government ``to take all precautions in view of Muharram and Holi festivals'' is reasonable but surely it is an exhortation rather than an inquiry. I only hope that the report helps to douse rather than aggravate the flames of communal passion.
