NEW DELHI, MARCH 31. The National Commission to Review the Working of the Constitution, headed by Justice M.N.Venktachaliah, has presented its final report to the Union Government this evening. Though the Commission's formation was mired in political controversy, the Review Panel has steered clear of the major controversy over the eligibility of ''non-Indian'' citizens for high Constitutional offices. The Commission has recommended that in case of hung Parliament, the Prime Minister may be ''elected'' by the Lok Sabha. Its other major recommendation is that a vote of no-confidence against a Prime Minister must be accompanied by the name of alternative leader. The Venktachaliah panel has also suggested a National Judicial Commission to make the selection of judges a more participatory process. It has also recommended a mechanism for hearing complaints against ''deviant'' behavior of the judges.
