However, no other untoward incident was reported from any other part of the State despite curfew relaxation in many of the affected areas. Curfew was relaxed for women in Umreth town while Modasa remained incident-free during the eight hours of curfew relaxation today. In Ahmedabad, curfew was lifted in Sabarmati and Vatva, where it was imposed on Friday night following violence in which three people were killed in police firing. In the remaining six police station areas, the eight-hour curfew relaxation passed off peacefully while in Vejalpur, the curfew was relaxed from 7 a.m. to 6 p.m. A Government spokesman cited the peaceful polling in some 1,060 village panchayat elections as an indicator of the peace and normality returning to the State. An estimated 55 to 60 per cent of the electorate cast their votes in the elections to the village panchayats which could not go to the polls in December for various reasons. The polling was scheduled to be held last month but had to be postponed due to the violence. With the law and order improving, the State Secondary and Higher Secondary Examination Board has recommended that the second phase of the secondary and higher secondary examinations be held any time after April 14 Meanwhile, the State Government today ordered transfers of five senior-level police officers of the ADGP ranks. While the Government spokesman claimed that it was a routine administrative measure and was not connected with the current situation, the fact that the orders were issued on a Sunday, raised many eyebrows. Some police department sources said the move was apparently aimed at removing the chief of the Intelligence wing, G.C. Raigar, the additional DG (intelligence), which might have caused chain reaction for the other changes. The Godhra train carnage and the subsequent violence was attributed to Intelligence failure
