Israel withdraws from two towns

JERUSALEM APRIL 9. Bowing to pressure from the United States, just ahead of the U.S. Secretary of State, Colin Powell's visit here, the Israeli forces today completed their withdrawal from the West Bank towns of Qalqilya and Tulkaraem, even as fierce battles continued in the Jenin refugee camp and forces moved into the village of Dura, south of Hebron.

For the first time, Gen. Powell, who is now in Cairo, said positively that he intended meeting Mr. Arafat as well as Mr. Sharon during his ongoing peacekeeping trip to the region. He said he would talk with both the leaders about a truce and engage them in discussions leading to the creation of a Palestinian state.

Meanwhile, Mr. Sharon authorised four senior Palestinian officials to meet Mr. Arafat in the West Bank headquarters where he is besieged by troops.
