An official spokesman said here that licences would be granted to private colonisers and cooperative societies for construction of planned colonies under the Haryana Development and Regulation of Urban Areas Act, 1975 within municipal limits of the towns. The spokesman said to check unauthorised construction of colonies in the towns, the Government had amended the Haryana Municipal Act, 1973 by incorporating Section 203H which would make it mandatory to obtain No Objection Certificate (NOC) from municipal councils or committees before release of electricity, water and sewerage connections for such colonies. He said 33 urban areas had already been notified under an order of 1975. It had become mandatory for registration authorities to obtain NOC from the competent authority before registration of sale deeds purporting to transfer land in urban area. Now unscrupulous property dealers and fly by night property developers would not able to sell plots to gullible customers. He said the Government was considering notification of the remaining 35 urban areas falling within municipal limits. With these statutory measures, mushrooming of unauthorised colonies in the State would be effectively checked in all 68 municipalities. As per the liberalised policy, any land within the municipal limits having minimum area of 500 square metres would be considered for grant of licence for residential or industrial colony subject to conformity of prescribed land use. Similarly, any land having minimum area of 100 square metres would be considered for grant of licence for commercial colony or complex. These area norms had been approved for all urban areas falling within the municipal limits of the State. The present area norms outside the municipal limits adopted by the Town and Country Planning Department were 100 acres, 50 acres and 25 acres for residential colonies and one to four acres for commercial colonies in high, medium and low potential zones. These had been relaxed for municipal areas in the interest of public by the Urban Development Department.
