``In exercise of the powers conferred by clause (2) of Article 124 of the Constitution, the President is pleased to appoint Justice Bhupinder Nath Kirpal, Judge of the Supreme Court, to be the Chief Justice of India with effect from May 6, 2002 (forenoon),'' a notification issued by the Law Ministry said today. Justice Kirpal, who will be the Chief Justice of India till November 8 this year, is now heading the 11-judge Consitution Bench hearing the question as who constituted the minority under Article 30(1) of the Constitution. The Bench is hearing about 200 writ petitions on the definintion of minority and their right to establish and administer educational institution.
