On April 1, the NHRC had asked both the State Government and Centre to respond to its preliminary findings within a fortnight. The Centre's response is yet to be submitted. An NHRC spokesperson said that the Commission would be sending the Centre a reminder. The Commission would formally discuss the Gujarat Government's response after April 26, when its Chairman, Justice J.S. Verma, returns from a U.N. conference in Geneva. In its preliminary report, the NHRC had asked the State Government to provide details about organisations and individuals who allegedly provoked violence. It had also asked the State Government and the Centre to provide evidence to refute the suggestion that they had failed in their responsibility of protecting the fundamental rights of the people.
