Waiting game?

Sir, — The Prime Minister, Atal Behari Vajpayee, says ``the guilty will be punished'' on the Gujarat issue.

People like me wish to know when he will start doing it. Why is he waiting so long and what is he waiting for? More violence? More deaths?
